Can i upload a solution in the repo for a HTB non-retired machine and it will be valid as a vdb-hacking challenge?

Strictly talking, HTB is part of the training repo, not writeups, so the short answer is no.
However, HTB machines usually rely on well known and documented vulnerabilities, so if you manage to adapt a machine to the writeups format we may consider to make an exception
