Test_policy build failed

Hi guys!
I’m trying to commit my last programming challenge and ./build.sh test_policy failed.
Local Build throws me this error:

    [ERROR] You can not exceed a unique solution deviation of: 1
    [ERROR] Your current unique code solutions are: 3
    [ERROR] Your current unique hack solutions are: 0

What it does mean ?
How can I fix it ?

@Black-Moon It means you need to keep your code-hack-vbd solutions balanced. You need to upload at least 3 hack solutions before being able to upload a new code solution.
